Panexperientialism—the view that conscious experience is fundamental and ubiquitous”

How can you draw the line between what is conscious and what is not? I think common sense says things with a face that run around and apparently show emotion are the best candidates. Or something with a complex central nervous system. But why? Because they remind us of us?

If it were related to energy rather than biological complexity, then the stars and AI would be candidates. And what if it were related to particular chemical reactions, which may or may not be organic.

Or some combination?
